Julian Reyes

Julian Reyes is the Chief of Staff at the Union of Concerned Scientists. Prior to joining UCS, Julian was a dedicated public servant for nine years, serving in multiple roles growing climate policies and programs from the ground up and co-creating climate-informed resources with decision makers.

Most recently, Julian was an acting branch chief and adaptive management lead at the Bureau of Land Management, where he integrated climate science, services, and adaptation strategies across programs and decision-making processes. Before BLM, he served as assistant director for climate services at the White House Office of Science and Technology Policy and U.S. Global Change Research Program, advancing a whole-of-government effort to cohesively and collaboratively advance actionable climate science and services.

Julian’s technical background centers on agricultural risk management. He spent nearly seven years at the U.S. Department of Agriculture (USDA) helping farmers, ranchers, and foresters understand their climate risks and co-produced useful and usable risk management data, tools, and resources. He also served as national coordinator for the USDA Climate Hubs program where he led a large matrixed operation integrating climate resources across USDA and helped deliver science-informed products through partners like cooperative extension.

Julian received both his BS and PhD in civil engineering from Washington State University.
