Surface Transit Reauthorization

Published Jan 15, 2026

For decades, the surface transportation reauthorization (STR) has funded highway expansion projects that have disproportionately divided and polluted communities of color.

Communities of color experience the impacts of these choices directly (highways through neighborhoods, pollution from the vehicles traveling through) and indirectly (transportation is a top-emitting sector of the heat-trapping emissions that exacerbate climate change and the impacts of climate change tend to be more pronounced in communities of color).

A top priority for UCS’s Clean Transportation program, UCS is actively engaged in the process for the next STR surface transportation reauthorization (STR) in Congress.

This federal legislation determines how transportation in the US is funded. It also shapes the country’s transportation system. The science is clear: more and better transportation options are crucial for a sustainable future, and the current car dependent system is financially wasteful, harmful to the climate, and detrimental to advancing equity.

But, we can’t do it alone. We need supporters like you to join us. Use the resources below to get up to speed on the STR process and take action today.
